This is a Nice - U. Navy Brass Quarter Deck Bell with Mount. The bell is nickel plated brass with a metal mount and metal clapper. The bell measures 9 7/8 inches across and weighs approx.

There are what looks like 2 cracks in the top of the bell. They are NOT in the brass bell itself. They are either there from the original casting of the bell or it is cracks in the nickel plating.
